Coleman County, TX — Ag Exemption Requirements (2026)
Coleman County sits in the Rolling Plains southwest of Abilene, where cow-calf ranching, sheep and goat production, native pasture, and small-grain or sorghum-hay fields are common. Coleman CAD's standards are especially useful because they distinguish three native-pasture conditions, establish a three-animal-unit herd threshold, and publish detailed county animal-unit equivalents for livestock and exotics.

Animal Unit Equivalencies
An animal unit (AU) is a standardized measure used to compare livestock of different sizes. One AU = one 1,000-lb cow. Your total stocking rate is calculated in AUs, then multiplied by the acres-per-AU standard for your pasture type. These values are published by the county.

Wildlife Management Option
Coleman County allows wildlife management as a qualifying use. Landowners must implement at least 3 of the seven recognized wildlife management practices defined by Texas Parks and Wildlife. An annual wildlife management plan report is required.
The tract must already have a 1-d-1 agricultural valuation and be actively managed under a wildlife management plan. In each qualifying tax year, the landowner must select and implement at least three wildlife management practices to the applicable degree of intensity; Coleman CAD requires a TPWD-form written management plan with the application and a TPWD-form annual report with supporting documentation.
Required Documents
- Form 50-129, Application for 1-d-1 (Open-Space) Agricultural Use Appraisal
- Written management plan completed on the form prescribed by the Texas Parks and Wildlife Department, if applying for wildlife management
- Annual report on the form prescribed by the Texas Parks and Wildlife Department with supporting documentation, if applying for wildlife management
Discretionary Caveats
"Unique or “fad” agricultural operations will be considered on a case-by-case basis."
"These stocking ratios may be adjusted if land types overlap or soil types dictate a modification."
"Minimum acreage not stated in published document — confirm with CAD."
"Coleman CAD requires at least three animal units for all grazing operations, including horse breeding and wildlife management; the land must be able to sustain at least three animal units."
Frequently Asked Questions — Coleman County
- Coleman CAD lists NP3 native pasture at 1 animal unit per 24 acres. Seventy-two acres support 3 animal units (72 ÷ 24 = 3), which meets the district's at-least-three-animal-unit herd-size test.
- Coleman CAD requires 6 hives on the first 5 acres and one more hive for every additional 2.5 acres. The additional 10 acres require 4 hives (10 ÷ 2.5 = 4), so 15 acres require 10 hives.
- Coleman CAD describes a typical sheep flock as at least 15 ewes and at least 1 ram. Its equivalency chart makes 5 ewes equal 1 animal unit, so 15 ewes equal 3 animal units (15 ÷ 5 = 3), matching the general herd-size test.
- The tract must already have a 1-d-1 agricultural valuation, use a TPWD-form written wildlife management plan, and implement at least 3 selected practices each tax year. Coleman CAD also requires a TPWD-form annual report with supporting documentation.
